The Verkhovna Rada supported the draft law №7398, which provides for the availability of mandatory bomb shelters for the construction of new buildings.
The war showed that the number of reliable shelters in Ukraine is not enough. Much of it is not equipped with evacuation exits, and without access to water supply and sewerage systems.
Many shelters are not adapted for food storage and are not able to protect the population in the event of the use of weapons of mass destruction.
The bill provides for the urgent deployment of a network of bomb shelters in Ukraine, including in new buildings. Thus, urban planning documentation should include information on planned engineering and technical measures of civil protection, because otherwise it will not be approved.
After the entry into force of this law, bomb shelters are required for the construction of facilities that will permanently accommodate more than 50 people or periodically accommodate more than 100 people.
