Ukraine Approves New Railway Transport Market Reform

On October 18, government representative Taras Melnychuk announced that the Cabinet of Ministers had approved a draft law regulating the functioning of the railway transport market in Ukraine. This move marks a significant step toward implementing European standards in the railway sector by the Association Agreement with the EU.

Key Provisions of the Draft Law:

  • European Standards: The draft law aims to introduce European norms and requirements in the railway transport sector, aligning Ukraine’s legislation with EU standards.
  • Infrastructure and Operator Regulation: The law establishes clear requirements for infrastructure operators and carriers, including rules for the use of rolling stock and accountability for its condition.
  • Equal Access: It enshrines the principle of equal access to railway infrastructure for all market participants, promoting competition within the sector.
  • Transport Safety: A system of safety management in railway transport is proposed, which will meet EU requirements and enhance transport safety in a competitive environment.
  • Technical Regulation: The draft law lays the legal foundation for the technical maintenance of rolling stock, setting new standards for its upkeep and condition monitoring.
  • Training and Qualification: The law provides for the creation of specialized training centers for the preparation and upskilling of train drivers.

European Support for Infrastructure Projects

Additionally, in July, the European Union approved four Ukrainian projects aimed at developing transport infrastructure. One of the key projects involves integrating Ukraine’s railway system into the EU’s transport network. Nearly €43 million in grant funding has been allocated for this project, which will significantly support the modernization of Ukraine’s railways.

This draft law represents an important step towards improving the efficiency and safety of railway transport, as well as strengthening Ukraine’s integration into the European transport network.
