Ukraine Proposes New Rules for Transporting Animals on Buses

Ukraine’s Ministry for Communities Development has drafted new regulations governing the transportation of animals on buses, aiming to replace the current fragmented approach where each carrier sets its own rules due to the lack of standardized national guidelines.

Under the new proposal, pet owners would be required to carry a veterinary document or pet passport for any animal traveling with them.

The draft regulations provide flexible options for transporting small pets — such as cats, small dogs (weighing up to 10 kg), and household birds. Approved containers include cages, baskets, boxes, backpacks, or bags, provided they have a waterproof, absorbent bottom. Small animals may be held on a passenger’s lap, placed under seats, or occupy a separate seat, which must be purchased at the full adult fare. In the latter case, an absorbent pad must be placed on the seat.

For medium (10–20 kg) and large dogs (20–45 kg), all adjacent seats in a single block must be purchased to ensure space and safety. These dogs must be muzzled and leashed and are not allowed to sit on seats. Instead, they must remain on the floor beneath the seats, which must be covered with absorbent pads.

Dogs weighing over 45 kg can only be transported according to the carrier’s special provisions, typically requiring specially equipped vehicles. Guide dogs are allowed in the cabin, provided they are muzzled and on a leash.

Additionally, the draft law limits the number of animals allowed in the cabin: a maximum of one animal per owner or two animals if accompanied by a single person. Passengers must remain with their animals at all times and may not leave them unattended or in the care of strangers.

The Ministry has not yet confirmed when the regulations will take effect, but the proposal is expected to standardize animal transport across the country while prioritizing safety, hygiene, and animal welfare.
