The Ministry of Community Development and Territories of Ukraine has unveiled a roadmap for reopening Ukraine’s airspace during wartime. The document, developed with the support of the U.S. Embassy in Ukraine, was prepared in collaboration with the State Aviation Service, UkSATSE (Ukrainian State Air Traffic Services Enterprise), the Air Force Command, and airport leaders.
The roadmap was presented at an aviation industry event in Warsaw, which brought together around 100 participants, including EU, UK, and U.S. aviation regulators, Ukrainian and international airlines, insurers, leasing companies, and aircraft manufacturers.
During the presentation, Deputy Minister Serhiy Derkach outlined a step-by-step plan and the necessary conditions for partially reopening Ukrainian airspace. The State Aviation Service also presented a Civil Aviation Risk Assessment, while UkSATSE discussed air navigation safety measures and the preparedness of the national air traffic control system.
Airport readiness was highlighted by Oleksiy Dubrevskyi, CEO of Boryspil Airport, and Tetyana Romanovska, CEO of Lviv Danylo Halytskyi Airport. Oleg Zakarchuk, Deputy Commander of Air Command “Center,” provided insights into coordination mechanisms between civil and military aviation.
Experts from various organizations joined the discussions, including Poland’s Air Navigation Services Agency, AirBaltic, Austrian Airlines, LOT Polish Airlines, SkyUp Airlines, Wizz Air, Boeing, AerCap, Marsh McLennan, and Deloitte Ukraine, among others.
The roadmap marks a significant step towards resuming civil aviation in Ukraine, prioritizing safety and cooperation with international partners.
